using Damp seal or Cover seal

I used this on a downstairs ceiling that had been stained by a leak from an upstairs bathroom (several years ago so there is no longer any leak -it was a once off).

When I used the Dampseal the result wasn't too bad after I had repainted the area with white emulsion.

However I am surprised that ,several years later the Dampseal has reappeared on the ceiling (very gradually so it was only when it was pointed out to me that I had to agree it needed redoing)

    Would this be normal?

Is Dampseal not really permanent in that it kind of "bleeds through " the emulsion very slowly over the years ?
