If I have a new hard drive, and need to install windows on it, yet I only have an external dvd drive is this possible? As in when I turn on pc will it detect the usb cd drive?

But of course. (unless it's a very old clunker that does not support USB boot)

    Yes.

During the POST screen press the key for the Boot Selection Menu (usually F12, could be disabled in the BIOS) and select the USB DVD drive to boot from.

You could also use a flash drive. Lots of tutorials around and Microsoft even have a tool for it.
