While waiting for my jsa claim to go through, is it possible to get temporary rent allowance/supplement (not sure which would apply) i've been living in the apartment for 15 months

Rent supplement is not dependent on your Jobseekers claim, it is a claim in its own right. If you meet the criteria, then you will get paid, if you don't, then you won't.

It may come down to whether you were in a position to pay the rent at the start of your tenancy. If you were unemployed when you started the tenancy, you will likely be considered ineligible for rent supplement and will in those circumstances need to be assessed by your local authority before you can apply. If you were working when you entered the tenancy, you should be able to apply at this stage (provided you aren't disqualified for some other reason, eg. spouse/partner working more than 30 hours).
