The social services card is sent separately to the letter stating your claim was awarded. Did you inform them at the office that you did not have a card? If you did, it should take 2-3 weeks to issue to you. If not you will have to request one.
If you need a temporary card to collect your payment this week, you need to attend the office in person with some form of ID. They can issue you a temp. card then and ensure that the social services card is on its way to you.

They never answer the phone, just call into them and get a slip until your card arrives.

Are you on casual dockets? Are these the yellow slips you mean?
If you are, they are sent monthly to you - if you have no dockets left, you need to go to the office and get some dockets done manually to ensure you get paid. You don't need a social services card if you are on casual dockets and getting paid by cheque.

I doubt they would accept it, just need to go get the slip.

You need to have either the social services card or a temporary card to collect your payment. Go to your office with ID and it will be no trouble to get this temporary card. You can then make sure that there is a proper card being sent to you in the post as well.

How come you don't have a standard white PPS card? I thought everyone had them at this point.

They used to issue the cards to everyone on their 16th birthday. Then a number of years ago they stopped this, and only issue them now when someone has a need for it - i.e. when they are receipt of a payment.
The card is being changed shortly to the new Public Services card: http://www.welfare.ie/EN/Press/PressReleases/2010/Pages/pr241110.aspx

No you can't - you need to get the temporary yellow card from your Social Welfare office, and they will then ensure the permanent white card is issued to you.
