'western rail corridor' study report and cost estimate.

and also the Cork to Middleton report.

Here's the 2000 Arup Cork-Midleton study

There was a far larger report, effectively a full CBA, conducted by FM later on - I think it was around 2006? It used to be available on the web - no idea if it is now.
