Claiming back emergency tax

Just looking for a bit of advice as im not really great when it comes to understanding tax.

My partner started his new job in December and notified the tax office of same so not to be emergency taxed. It is now March and he is still being emergency taxed despite being onto the tax office 3 times this week already about it.

The tax office are saying that they sent a tax cert to his employer three times already (which his employer is saying they didn't receive). They are sending another one out but im just wondering when it is finally sorted, who is he to claim the emergency tax already charged back off? The tax office told him he will have to take this up with his employer but anytime I've had to claim emergency tax back its been done through the tax office?

    Any advice would be great.

Any emergency tax relating to 2011 he claims from Revenue. Any relating to 2012 is refunded through his wages by his employer as its the active tax year and he is still employed.
Regarding the issuing of certs, it sounds like there is a problem on the employers side. The employer needs to get onto Revenue to address the problem at his end.
