Let's say you buy a phone on ebay. How do you know it's genuine. Does the seller forward the package to be checked by ebay and then ebay forward it on??
    Thanks

No. The seller sends it direct to you. If it's not genuine or not as described you can contact the seller for a refund. If he ignores you or refuses, you have up to a certain time frame to lodge a complaint with paypal stating your case. I haven't done it in a long while but I think it's 45 days from date of purchase. When you open a dispute you can escalate that to a claim within a few days or it will be closed automatically after a period of time.

While the dispute is open and you have stated your case, someone in paypal will try to contact the seller. If the seller can't prove he sent the item or ignores paypal you will be awarded a refund and the money taken from the seller's account.

The beauty of paypal is that if you buy products from ebay then your purchases are protected.
There are stringent rules and procedures in place to ensure that both buyers and sellers dont get scammed, I have been dealing with paypal for over 10 years and can say Im 99% happy with how safe I feel in dealing through them, both for making payments and receiving them - I docked the 1% from that score for the fees which are a little high.
However - its up to you to know the ins and outs of how it works and how to protect yourself, and to make sure you keep up to date with their policies.

to be honest, Paypal and Ebay aside you really need to do your homework before making purchases on ebay.

in a normal shop you can more often than not handle the item or even try it on but on ebay the only thing you have to go on are the pictures and the description.

ask as many questions as you want, if they want to sell the item they will answer.

worst thing people do is to click buy it now and then ask questions.

    Be safe
