Residents bars are only for guests of the particular hotel - I'm not sure they vary that much if hte prime objective is drinking. I'm not sure that drinking at 6am is all that desirable. :)

'Early houses' are open to everybody, but the clientèle may be a bit lacking.

i stayed in mauldron hotel last month and the residents bar only stays open till 3am

on a couple of occasions i brought some people back that werrent stayin in the hotel and they just walked in and ordered drinks and were able to drink there, nobody asked them to see room keys or anything

The resident bar in Blooms Hotel in Temple Bar was open very late one night/morning when I stayed there anyway. Also 7am in the Sunnybank Hotel up near Glasnevin.

the Hilton Kilmainham has a full bar service all night BUT is only available to residents on your room key (i.e. no cash), and in the mellow reception rather than the bar itsself.

I also stayed at the Regency and it is to be avoided.
The porter will only bring you cans @6euro a pop if you are looking for a late drink.
