Sheep with horn Infection

I have a ewe with an infection at the base of one of her horns (which are uncut). No flies or maggots, parts of the horn at the base seem soft/broken down. It stinks to high heaven and smells just like severe footrot. I've syringed it out with iodine solution; bits of white grunge came out. Squirted antibiotic cream into the holes and gave her a antibio shot. Anyone got any idea what's going on here?

Keep doing what you've done, daily.

There may be an infection of the sinus of the frontal bone so you'll need to see it through till all is well.

If you're familiar with cattle, the sinus is the 'hole' that's visible after older cattle are dehorned.
