Duplicate content on Irish sites

    I've been working on building an Irish search engine and one of the things that struck me as strange about the Irish webscape is the number of sites that are clones. Approximately 14,000 sites are clones in that they have multiple domains for various sites. They are not 301ed or 302ed. Apparently for some reason the web developers think that they can get traffic from people typing in the URL expecting there to be a domain (type-in traffic). The problem is that may also damage their search engine rankings. Do the search engines still apply duplicate content penalties to sites where there is no 301 or 302 in operation?
