What operating system are you running?
    What did you try already?

    Did you try this one?

To resolve this behavior, set the startup type for Plug and Play to Automatic. To do so, follow these steps:

Click Start, click Run, type services.msc, and then click OK.
    Double-click Plug and Play.

If you receive a Configuration Manager message, click OK.
In the Startup Type list, click Automatic, and then click OK.
    Close Services.
    Restart the computer.

    Win 7 Pro

yeah tried that along with most other suggestions I could find.....with this one on plug and play, Automatic is selected but not highlighted in that I can't click it on off

    I also tried this http://helpdeskgeek.com/windows-xp-tips/device-manager-empty-or-blank/

In permissions for enum I see System, Everyone but I also see "OWNERS RIGHTS" ..has me stumped

My Guess would be Fake Anti Virus is the cause. They will disable most if not all admin options and make them unavailable like in your case with the Device Manager.

Go to Control Panel, Admin Tools and see if that is empty also?

    Admin tools isn't empty

Maybe a repair install of the OS is necessary?

Run sfc /scannow and have your Win 7 disk handy if you have as it may ask for it. This command may bring back the missing items.

Start and type sfc /scannow in the search area and let it run, see what happens.

Ran that scan, showed no errors didn't ask for windows disk.....

I think a fresh install of windows is the only way round......aswell as a Win7 disk I have a HP RESTORE disk .....if I run that will it wipe my HD?

The HP Restore will yes.. it even resets partitions etc... I learned that the hard way.

Try launch in safe mode and see can you see things then?

Also hit start and in the box type msconfig,

go to the startup tab and post a screenshot of whats checked there if you can? Check for funny named stuff.

You can disable the onboard video through the bios in most cases, the system should switch over to the new card automatically though once installed. I wouldn't bother formatting, it does sound like something simple. A few things here you could try

Set the display adapter to PCIe in the bios ......device manager can go fiddle for the time being
