I would like to set up a shop selling branded clothes at a discount price covering work wear to sports wear. Can anyone recommend anywhere I could buy such goods at a discount price in bulk be it in Ireland or abroad

A great business if you do it right. In the past I was involved, I would place ads in trade magazines looking for suppliers, retailers, brands who were clearing stock, make them a job lot offer and sell them off.

Futura Magazine brough in a lot of business.
But try to travel to fashion houses in UK and Europe.
