Tulips Question

    Hi,
     
    I sowed about ten or so patches of tulip bulbs early last autumn, approx 5 or 6 buld per patch - Basically a packet of bulbs per patch.
     
    So far only half of these patches are showing activity. In most of these cases all bulbs appear to have taken and have heatlhy foliage ready to flower.
     
    However, in some of these patches only a couple of bulbs are showing while in the remaining 5 patches there is not even a single shoot.
     
    At this stage of the spring can I take it that the aforementioned bulbs have rotted?

    All advice appreciated.
