    Public Consultation on the bringing into use of a telecommunications duct infrastructure constructed alongside the gas pipeline between Ballymoneen Co. Galway and Bellanaboy County Mayo with a spur into Castlebar and Westport.
    DEPARTMENTAL PROPOSAL
    The Department proposes issuing a public tender inviting interested parties to tender for
    1. the completion of the telecommunications network by way of checking its functionality, repairing where necessary and installing optic fibre and sub ducts where possible
    2. the provision and bringing into service of suitable connection points along the infrastructure to allow for telecommunications operators to connect to this infrastructure,
    3. the bringing into service of the infrastructure for a period to be determined by the terms of a contract but not to exceed 15 years,
    4. the contracting of a managed service entity / concessionaire for the infrastructure and to provide telecommunications services in a manner that is fit for purpose for those telecommunications operators who are minded to use the infrastructure and
    5. the operation and making available of the infrastructure on an open access basis to all operators using tariffs that are available to all, transparent and competitive having regard to other similar backhaul infrastructures available across the country.

    The tender evaluation will be based on a competitive process where the highest ranked applicant will be invited to conclude detailed contract negotiations to legally capture any offers made in the course of the tender process.

    The deadline for receipt of submissions is: 20th March 2012.

    It will be interesting to see who gets the contract, and how interested they'll be in shaking up the market with disruptive pricing.

    Im assuming this is just to add Castlebar and Wesport to the MAN network as they dont seem to be MAN towns.

    A MAN is a fibre network around a town. This is a single fibre route through a region. It won't provide MAN connectivity.

    It will provide fibre backhaul to an area with a shortage of it, so from that perspective it is to be welcomed.

    Im assuming this is just to add Castlebar and Wesport to the MAN network as they dont seem to be MAN towns.

    Not really there is a large capacity fibre transatlantic cable landing in Bellinaboy and this is to connect that fibre to the greater Ireland network mostly for transit to Europe.
