I have a 15mm plastic water pipe that I need to connect to a 1/2" valve, can I use a 15mm copper olive in the 1/2" valve?

I dont know what you mean by plastic water pipe.

But assuming its all solid pipeing. philmac fittings do fittings from 15mm to 1/2" and they can be got with valves. They are available in most providers like chadwicks/heiton buckley and heatmerchants

If it the beige coloured "pex" piping, that you are joining, do as you would with copper, but use an insert on the inside of the pex, and then the nut and ring on the fitting....
