Hi, if a website goes down and you don't have a back up for it but your host does, as in restore points, how long would it take to restore the website?

Depends on the host and what size your website is for a start? Uploading the actual website shouldn't take too long, but it's the configuring it and making sure everything works as it should that could take awhile.

I'd imagine it wouldn't take more than an hour for your host to have it uploaded again to the stage where you could start configuring it again, if it needs configuring. Did you delete it by accident or something? Should always have a backup :p

It really depends on how response your hosting company is.... Most claim to respond within 24 to 48 hours.... Hour it gets restored soon :)

I have to restore a wordpress website from a back up db exported.
I reinstalled wordpress using the hosts auto-install,
then went to import the db and I get an error, of duplicate files
do i have drop the tables of the auto install generic wordpress before import?

Yes, you should drop the tables or restore to an empty DB.
