Landlord stopped Rent allowance

Briefly, I have given notice to my landlord of my intention to leave at the end of the month and asked for deposit back. Relations have always been bad with landlord and people he owes money to have come to house looking for him. He lives in Wales and I pay rent to his bank every month.
I decided to not pay the last months rent as I fear not getting deposit back. He has been calling, texting and emailing me non stop and insisting I pay the last months rent and then he'll give deposit back. Makes no sense to me as Deposit is 600 and rent is 500.
He has called CWO and told them I havn't been paying rent and they have now stopped my rent allowance.
I didn't think CWO would do that without contacting me first.

Need to get rent allowance back or cannot move into new house.

Go to your community welfare officer and explain the situation to them.

Legally speaking you are not allowed to withhold your last month's rent to cover the deposit.

Make sure you give your landlord notice in writing. If its not in writing, he can take another month's rent out of your deposit.

Technically you aren't allowed to do that. But I understand where you're coming from. Still you should have continued to pay until you were leaving, if he doesn't give you the deposit back you can as far as I know take him to Small Claims Court and if he doesn't show or a rep of his doesn't the judgement goes in your favour - afaik. But having a judgement is one thing, getting your moula back could be another. Guess the court could secure an order on his property but that's all a bit messy.

Contact your CWO, explain the situation, put in an appeal even though you'd probably lose. Aside from that not sure what you can do to be honest.
