Financial/legal side to a website

Hello, I am setting up a classified ads website.I expect there will be very little if any income from it for the first 6 months to a year. I am lost when it comes to the legal/financial side... will I have to set up a company/sole trader ,vat number , tax/prsi ,bussiness name etc What steps will I have to take. Thanks .
