 My car failed the nct on a few minor pieces. Now somebody has bought it and I am wondering can I change the ownership before doing the retest?

Yes, that should not be a problem. Selling privately is "as seen" and the car doesn't need a valid NCT.

retest can be done by anyone, does not have to be the car owner

But the question was, could the car be owned by someone else during retest, than it was owned by earlier during test.

Sorry. Maybe to rephrase the question should the re test be booked and done before the ownership is changed on the log book?

That is a choice for the seller , obviously if he wants to spend money and retest and sell for a higher value. He can however sell without nct but bear in mind that when the new owner applies for the nct he will be advised that the car had already been tested and shown what it went down on . He will then be given the usual retest date and fee.
