I am looking for a nice city break with my husband, also as a birthday surprise I am going to bring my mother too she is in her late seventies but is young at heart and loves to travel. I am looking for an area that is lively during the day and night but not too rowdy with late night clubs ie Ibiza. We would like a healthy balance of a some restaurants, cafe-bars and shops. We are thinking of going in either May, June or September. We have been to Portugal, Spain and France with her before and she has been to Italy. One condition is that there is not lots of walking or that it's too hilly as she is recovering from a leg ulcer. She loves the sunshine, shops, restaurants/cafes and relaxing

Yeah Malta was first on my mind none of us have been, laid back and lots of sunshine. However I read on some holiday forums it can be hilly after Lisbon I dont want to make that mistake again I guess there may be non hilly parts of it though

Ever thought of some of the Croatian cites such as Dubrovnik? Went to Dubrovnik for a wedding once, had to be one of the most best looking cities I've ever been to, excluding Prague in the Czech Republic. I know there a bit out of the way but would be very interesting. Only problem with Dubrovnik is there is a lot of walking.

Here's a review on Dubrovnik that might give you an idea of what to expect. http://www.tripadvisor.com/Attraction_Review-g295371-d550317-Reviews-Old_Town-Dubrovnik.html

I got married in the Algarve and we had lots of "seniors" who loved it - everyone stayed in Albufeira, I have been there many many times and love it - the old town would very recommended for people of your mothers age.
