Does the WEEE apply to businesses?

I have been informed that the WEEE directive only applies to private householders/consumers and not to businesses. Is this correct? For example, if a travel agents or an insurance broker or the like buys a computer, is the seller requried to take away the old computer that the new one is replacing? I've had a look at the WEEE website and can only see references to private consumers.
