Most TRV's have temp limiters in the box with them. I know myson come with pins and it's up to the installer to put them into the head to set the TRV at a certain temperature.

I know nothing of the Quinn rads.

TRVs are not the solution for this situation as they react to room temp. rather than rad temp..

You can install wireless trv's connected with wall mounted room thermostat sensors that control the trv. Honeywell do them amongst others.

Myson LST's should do the job. Check the Myson website.

Have a look at JAGA who do a low water rad. The hot bit is hidden inside the cabinet. It is a aluminium finned heat exchanger. The cabinet stays cool.

We used Stelrad LST Plus range in an old folks home a few years ago. The TRV knob has to be pushed in to change the setting so they prob would be suitable for use in your situation.
Be very careful sizing the rads to meet the requirements of the rooms however; LST rads need a large surface area to be as effective as standard rads. Particularly so where there may be large rooms which need to be at a constant high temperature.
We used underfloor heating in a large childcare facility also and it has proven to be very effective - particularly where there are small children playing on the floor!

As a completely different suggestion, would a plinth heater help? With this arrangement, you cannot touch the actual radiator.

Those myson LSTs look like a good solution if budget and wall space is not too much of an issue.

Myson do low temperature rads. However if you are clever you can ask the crech to get in touch with there insurence. If they install normal rads and fit rad covers to the wall(ie screw them to the wall) the insurence company will allow it.

Low temp surface rads are very expensive. As said above myson TRV's are lockable

You can size any rad to run at low temperatures. I have used Stelrad compact at 35c from a heat pump with good results.
Stelrad give a conversion table with the difference factor to calculate the required rad size from deltat 5c to 75c.

Make sure you use a good mixing valve to control the temperature of the water.

Another point to remember is if the trv head somehow manages to come off the rad will be fully open. If its not too late I would recommend an actuated manifold with room stats, more expensive I know but better suited imo
