Handicap Adjustments & Preferred Lies

We’re moving to 18-hole competitions shortly but may still have preferred lies in the form of placing on the fairway only for a bit longer.

My understanding is that competitions with placing on the fairway only (i.e. no lift, clean & drop in the rough) are qualifying competitions for handicap adjustment.

Interesting debate in clubhouse today – some of the “rules experts” maintained that competitions with any type of preferred lies were non-qualifying. There we disagreed, but all in terms of friendly banter.

Couldn’t find anything on the CONGU site and you have to send €5 to the GUI if you want a copy of the 2012 CONGU Manual.

Anyone out there know the definitive CONGU rule on this subject (i.e. if qualifying competitions may be conducted when placing on the fairway is in effect)?

Will try to find the link but, yes, afaik if the placing is fairway only, the comp can be qualifying.

Thanks Ben .... only noticed the links to online manuals when I clicked on your link.

Ireland link didn't work but England link did and found rule on page 25 of CONGU Manual, which states: "The adoption of Preferred Lies can allow Qualifying Competitions to be conducted under acceptable playing conditions."

Click on attached link for full text: http://www.englishgolfunion.org/e-brochure/index.html:)

Permitted adjustments to a measured course are covered on page 24 of the above link to CONGU Rules.

Heard from our comp. sec. last week that GUI have advised that, pending update of Genesys competition software, "Convenor", for changed rules, competitions on the pre-updated version of this system will continue to be non-qualifying.

That said, handicap adjustments have started in some clubs, as GUI have asked all clubs to upload the competition system databases to the central Golfnet system to enable handicap adjustments be made for away scores recorded in competition systems that have been updated.

Just heard from our Match & Handicap Sec. that version 3 of the competition software had been uploaded into the system - so it's back to qualifying competitions this weekend.

Here's to more cuts than point ones!;)
