Need help identifying a (comparatively) recent book - poor description included

    Hey guys

    I'm trying to identify a book that caught my eye in Easons a few years ago - I noticed the hardback and thought the usual "hmmm, must check that out in paperback" and of course forgot useful things like what it was called.

    The basic premise/scenario of the book is that it's set in a tiny tiny country that has only room for five or so people - when a sixth arrives, he has to wait in an internationally designated waiting room until someone else leaves the country and there's room for him to enter.

    I'm sure that the book had a plot - I've no idea what it was. The basic blurb (all I remember is above) was enough to intrigue me.

    Ideas? I'm assuming that this is a real book and not just something I imagined while asleep (which, I'm afraid, is also a possibility:)).

    (I've already tried various google searches with the basic blurb every few months and kept an eye out, though the latter is largely useless when I don't know the title or author)

    I think this might be "The Brief and Frightening Reign of Phil" by George Saunders.
