Will it be the same region and if a Nintendo online account is set up over here will the account and purchases transfer back home or will that be locked to NZ?

The games should work - EU, Australia & New-Zealand are all part of the same region in gaming.
For what it's worth. One person says there mightn't be compatibility for the club nintendo accounts / the codes included with games

You might have to use a credit card or pre-paid 3v/whatever card to buy eshop money, but other than that it should be fine.

Your purchased software doesn't get lost when you change eshop region, you might have to switch back to the region in setting to re-download though.
All your wallet funds will stay in the same region too.

That's beside the point though, because Aus 3DS' most likely don't have an Irish eShop region.
Games bought in shops here will work, and you can use credit/3v-type cards fine for eShop purchases.
