HTC Wildfire calls going to voicemail

Calls frequently go to my voicemail without the phone ringing but phone is on and has full signal. I am with Tesco Mobile. So I deactivated voicemail and retested and I get the generic network recording 'caller not available try later', this is happening from different inbound numbers.
For example tonight I rang the phone ten times and four of the calls did not connect despite Wildfire being idle on desk in front of me. It also takes two or three rings before the call shows on the screen. Tesco advise my account is ok and reset my voicemail and I have also got sim card swapped.
Anyone know why or know a solution?
