need new prov licence - HELP

I lost my OUT OF DATE 2nd provisional licence and a friend told me that if i had it and went to my county council and got it renewed that i wouldnt have to do the 10 obligatory 10 driving lessons that is required for the driving test.
im wondering,given i cant find it,could i go into my county council and just renew it without having the old one with me??

If you lost your second Learner Pemit all you have to do is go to your local Garda Station who will fill out a form stating that the permit was lost. Take this to your local Motor Tax office, fill in the LP application form + 2 photos and you'll be issued a new permit.
Because you got your permit before 4th April 2011 you don't have to do the CBT.

If you want to get a 3rd LP please remember you have to show them a letter stating that you either failed a driving test or have applied for one. They will not issue you a 3rd one without this.

How far out of date was it? if it's more than 5 years out you need to do the theory test again and you will be issued with a first learners permit and have to do the mandatory lessons wait 6 months before test etc.

Even if it was still within the 5 years you'll need to show evidence of having taken and failed the test or have at least booked a test before they will issue a third learners permit as Faith+1 said above.
