Caddy Cooling

    Just getting a vw caddy on the road, 1.9sdi engine.
    When i bought it it was leaking water out of the top coolant flange. I replaced that along with the radiator fan switch and coolant temp sensor. The water pump and thermostat were replaced before purchase also, (I have checked.)

    The engine does not appear to be cooling, the top radiator hose gets hot and pressurised, the heating inside works, but the bottom radiator hose and radiator does not heat up and fan does not come on.

    I have tested the thermostat in water and it is working, pump looks perfect too.
    I have also flushed the radiator and it is not blocked.

    Any ideas, not already tried?
