Farm access from road

A friend of mine accesses his outfarm using a lane of a quiet local road, with no houses in the vicinity.

He would like at the future to build pillars and put up a gate to keep out any unwelcome visitors. Would he need planning for this??

He is considering moving the access point to a slightly safer location about 50 yards up the road with safer visibility, and closing the existing. I presume he would definitely need permission if he wanted to move it?

Roughly how much is a planning application anyway?? Is it exactly the same price as a house? The outfarm is in Cork County Councils area, but he doesn't want to contact them for the moment. Thanks folks.

If the road accessing his land is narrow (I can't remember the exact width limit), then he probably won't need planning to open a new entrance (subject to good sight clearances in both directions)
I was in a similar position myself and I setup a pre-planning meeting with the council (no cost) and I was informed that I could open a new entrance to my land without planning given that the road was so narrow. The person from the council put this in writing for me, so if anybody has a problem I have myself covered...

Does he own the laneway to his land outright or do other farmers use it or is it a public laneway?

For planning issues, he needs to go to the planning department in his local county council and arrange a pre planning meeting.

Every person on boards.ie can advise you of their own experience with regard to planning. None of us will be 100% correct in your case. Pre planning meetings cost nothing and are invaluable sometimes to convince the council that what you want to do will improve the area for you, them and other road users.

I think I heard about this before. I have a figure of 4m in my head.
It's 100% his own laneway, no other users and he owns the land on both sides too. I'll tell him to get on to the planning dept for a pre planning meeting so.
