Anyone work in HR? Advice

    Ok, so I've been unemployed now three months and not having much luck. I was thinking if looking up businesses in my surrounding area who I feel could use my skill set and emailing a brief letter and my CV to them in case they are looking and if not to keep me on file for future openings. What do you think of this idea.

    Also what would be the best time to email. Monday morning I'm thinking not good and Friday afternoon better although Friday afternoon wouldn't leave much time to take action on it and may forget over the weekend.

    Any advice or tips?
