Dell is a 90W charger and HP is a 65W charger. Don't want to check if its a risk. Same connector.

whats the voltage and current on both? Dells are very annoing about their chargers as they contain 3rd "diagnostic" cable - not present in any other brand which is telling the laptop if genuine charger is connected. Without it Dell won't charge battery. It is strange that they look the same though. Usually the annoing pin is in the middle of connector. If your HP laptop is giving votage to middle pin where dell is expecting low diagnostic voltage you may seriously damage the laptop. check voltages with multimeter first.

It will power it, but it wont charge it.

    Both 100-240v and 50 - 60 hz
1.5A on Dell and 1.6A on HP

Output on Dell is 19.5V and 4.62A
On HP is 18.5V and 3.5A

    Best not chancing it then?
