    Just passed a black transit 10-KY reg, unmarked except for 2 reflective stripes and a small sticker saying "Manned Traffic Survey Vehicle".

    Can this van issue speeding fines? Does it take photos?

    Is there a flash if they take a night photo?

    Yeah but what I would like to know is if they issue fines? Has anyone ever been issued a fine from a "Survey" van?

    No, they are just doing a survey of the traffic levels and speeds in order to determine if the other Camera Vans should pay a visit or two.
