can I tune a telly into the rf out on this triax 537 I want to hook it up to an old crt with faulty scart for a while and if so what frequency or channel I tried it but no luck thanks

Nope, it does not have a UHF modulator, like many receivers nowadays.

so is the rf out just a pass through connection?

The rf is just a pass through but add a triax tri-link and u can scart to it and send it around the house and control it via magic eye which comes with it.
