Heating on, circuit on...but no Hot Water

My heating is working fine, but in the last 2 weeks there has been a problem with Hot Water.
e.g. Last night I had the heating on for about 4 hours, I made sure the hot water stat was also on and it looked like it was working.
I could hear the HW pump on and on my tank there's a Primary Flow and Primary Return connected to this circuit. The Flow was piping hot righ up to the tank, it ran for 3 hours but the return barely got warm.
I had a shower this morning that was also barely warm.

    Any ideas?

Can the tank stat stop the tank taking heat? This is the only thing I can think of. I think there must be a problem with the tank stat?

(Its a new build, moved in last year, a 300L tank with Solar and Oil Boiler)
