Is the towel rail electric or plumbe?

    You discuss both above

The rail is heated by water (the old rad pipes) and has no electrical parts.

I believe the same zone regs do exist here but its in relation to electrical supply and its distances from sanitary ware, not fitting a radiator/towel rail. Your pictures dont seem to work for me but i would recon your plumber maybe looking for an easy way out.

    Your pictures are not working.

So you want to actually put the heated towel rail on the wall over the shower tray itself??
