I have a 600sq foot one bed flat and I want to convert the bathroom (8x10 feet) into a bedroom and put a new small bathroom in the existing bedroom (15X10 feet).

Any one any ideas about whether I would need planning permission and how much it might cost? Any advice would be greatly appreciated.

    8x10ft? that's approx 7.2msq, a bit tight don't think? that's below the minimum imo see here: http://www.environ.ie/en/Publications/DevelopmentandHousing/Planning/FileDownLoad,15335,en.pdf

as the flat is circa 60m2 maybe it would be worth your while engaging an architect for a consultation to chat about how best the layout could be arranged to give you this second bedroom.

Bryan has some good points there. That proposed bedroom is very small.. It. May. Be worth looking at an alternative proposal?

Perhaps put up a proportional sketch of the flat?

You may not need planning permission to change the layout of the flat but you may (probably will) need a Fire Safety Certificate.

What type of window (if any) is there to the existing Bathroom? Would it be suitable as a window to a Bedroom? If you were going to or needed to change the window, you may need planning for that aspect alone.
