If you're not working and getting SW are you still entitled to tax relief?

Maybe it's a silly question, lol. I had always thought not but recently after dishing out €600 for some root canal work I was handed a form and told I could claim tax back or tax relief or something, I didn't pay much attention to it though. So can I or I can't as I'm not in employment and paying tax? I'm also thinking of possibly doing an educational course which I'd have to pay for out of my own pocket, can I claim tax relief or tax back on that even though I'm on SW? I guess not. Thanks.

I'm afraid your first thought is correct - if you've paid no tax then you get nothing back.
