If I'm ringing an Irish mobile that it is northern Ireland will I get that long dial tone to let me know it's "abroad"????

No, UK use the same ringing tones as us.

It doesn't matter where they are, it will always cost the same to ring a Republic of Ireland number no matter where they are in the world. The person you're calling on the other hand may incur roaming charges to receive the call but I'm not sure if all ROI networks apply roaming charges to N.Ireland.

Main point; will cost the same for you!

Yes. I think if you were to ring a mobile in France you'd get the long ringtone, but it'd still cost YOU the same.
