Planners asking for details of adjoining property

Had an unusual request from planning by way of request for further information. I applied for retention permission for a massage parlour on the ground floor of a 4 storey building.
The planners have asked me to provide plans of the whole building. That would mean me having to ask Landlord and then tenants for permission to measure all 4 apartments.
I have never been asked to provide details of adjoining properties which have no bearing on the planning application.
I have written to planning authority for clarification but not yet had a reply.

I wonder if anyone else has had similar experience.

Surly you can pull the plans for the adjoining building from the files at the Planning department. But why the internal layout of an adjoining building has any bearing on you application is beyond me!

There may be unauthorised development within part of the parent permission associated with the entire building and the planner wishes to establish this prior to deciding on the current planning application. Have had experince of that before.

Thanks for that. I don't have precise wording to hand but I can see how the L.A. might have concerns with unauthorised development overhead. I know the apartments were extended to rear not too long ago.
    Will check with planning files.

    Checked files on line.
Planning granted in 1994 for overhead apartment extension.
The logical thing for me to do would be to refer the planning department to that file for details of that development. But I expect they want me to measure the as built development.

Firstly, the property may pre-date planning.
Secondly, what should be there means little.

The planning files, if the exist, refer to what should be there. This has no bearing on what is there, especially in a building where retention is an issue.
