How much of the filter is submerged? If its an internal most of it should be submerged. So if you have it sticking up the weight of it could be to much:)

could be a dodgy suction cup with a bad seal and they weight of the pump putting to much pressure on the others and pulling them off.

Could be dirty glass (algae) so cups can't get a proper seal.

Leave pump resting in tank and see if cups stick by themselves with no weight, if not replace. If they do then they should be ok and I've no idea what's wrong with them :)
