Unclaimed Paypal Payment

    I sent payment for an item through Paypal. Unfortunately I never received the item so I attempted to open a dispute against the seller. However, the seller has yet to claim the payment, and as a result I can't open a dispute.

    "This transaction cannot be disputed at this time. This is usually because the transaction has not yet been completed. If this is a completed transaction, please double check that the Transaction ID you selected refers to a payment that you sent."

    Due to the fact payment status is completed on my end, I can no longer just cancel the transaction. Does anybody know how best to proceed in this situation and/or what happens if the seller never claims the payment?
