This might be more suited in http://www.adverts.ie/

However, you still need to give us more information than that. What you want your app to do, how much you're paying, what kind of deadline there is on it, what you expect the developer to do and what kind of resources you'll give them (for example, I can program but not do graphic design, so you'll have to provide UI art).
