Reg plate lights are not working, you got a new bulb but that didn't work either. You checked the new bulb with the battery and it worked so now you're thinking it may be an earth connection problem?

I would start by checking the cables where they go from the chassis into the boot. At this point the cables are usually vulnerable as they bend a lot when opening and closing boot lid.

A few simple tests with a 12 tester, or multimeter set to dc would show if the 12v+, or the ground is missing.

Check the bulb holder to see if the contacts are clean anyway, amd the contact(s) of the bulb itself.
