Hmmm. It may cost a bit more than most solar installations because you will need special fixings for the roof (unless it is a sloping south facing roof) and you will also need to have access to ducts to run the pipework from the panel into your own appartment below. It would depend on whether such ducts are available.

I looked at some PVs that were wall mounted which were made of short tubes (about 1.2m long) that made nice window shades if placed above the S. facing windows. They are commonly used in China and could be brought in specially by any of us who import regularly from there. It depends on whether your cylinder is close to the S facing wall, but you would need planning permission to use these.

I have them on my (top floor) apartment, there are extra panals up there for the lower floors aswell. They do heat the water up pretty good. I have gotten about 65 degrees C out of them on a hot day. Volume wise they are Good for washing the dishes and hands throughout the day etc but not really enough for more than one shower. My building was built with them in mind, and there is a fair amount of plumbing that goes with them. The one here came with a digital terminal that monitors the temperature at several points in the system. There are pipes, guages and valves galore so you need to be prepared to make some modifications internally aswell as externally.

Personally i havent decided if they are worth it yet as I moved in at the end of last summer, so have yet to really experience any savings as they are useless after August. They should become of use again in May I would imagine.
