EU Law question

    Had an exam today and a question came up regarding the principle of Ne Bis In Idem. Now it is basic enough, however, they threw in that Turkey were to bring proceedings but they were statute barred under Turkish Law. I am just curious as to what the position is on Ne Bis In Idem when applied to countries outside of the EU.

    Also before anyone states that I am a lazy student, it is something that I am curious about and I have attempted to read up on it but the TEU and TFEU have come up blanks.
