I just got my provisional license I am a male who is under 18 so I would have to go on my mother's insurance. My mother and father both have insurance on the car so i was wondering how much would the insurance be on average? And also would the price of the insurance decrease if I had a full license ??

What you're asking can only be answered by an Insurer or broker. Have your parents call them and find out.
