    I'm sure there are, if they're any good.

    What I think a lot of freelance photographers do with stuff like that is regularly send in pics to all the newspapers/publications/outlets' photo desks and then wait and see if they get used.

    If they do, they invoice them. If not, they don't.

    It's not a simple process as it requires the photographer in question to slog through every newspaper every day to see if their photo turns up - they can't rely on the newspaper in question to tell them they've used their photo.

    This can also mean incurring a cost (not to mention the time spent) if they have to buy the newspapers every day.

    That said this can be put down as an expense and if they get stuff used regularly it will make up for it ten times over.

    There's also the potential bonanza of one particularly good/relevant photo getting used by multiple publications in the same day - this means they can get multiple payments for one piece of work. This wouldn't happen every day but when it does it can be a real money-spinner for the owner.

    EDIT: I should add that there are ways of minimising cost if the person is smart enough - for example you could find a newsagent that's OK with people leafing through newspapers without buying (or one that will give you an old copy for free... not sure if they still do that). Alternatively if you find a café that has a decent selection of the day's newspapers you could make your way through them at your leisure for the cost of a cup of tea.
