What age does your bike have to be vintage

For cars, yes.

But for a bike to qualify for 'vintage' tax, I think it has to be 15 years old.

It was never 15 years, it was up until now 30 years and that has been scrapped. According to this http://www.environ.ie/en/LocalGovernment/MotorTax/MotorTaxRates/RateofDutyonOtherVehicles/ its now €24 per year for vintage or classic bikes.

How old does the bike have to be to pay only €24 p.a. tax??

Even though they don't say it , its 30 years.
