Every Mouse Is Lagging

    Any ideas why this could be happening. For the past year or so Ive used a trackball mouse with my laptop. Recently I bought a new PC and started to use a wireless HP mouse. But its lagging randomly and its getting seriously frustrating. Ive checked drivers, mouse settings, batteries, usb ports and every obvious reason.
    I thought it could be the wireless interference from a phone/keyboard/wifi or something, but it seems to be happening with my old wired trackball mouse too.

    This means it's OS related. Any ideas?
    I'm using Windows 7, but I don't think its resource related, as I am not using an underpowered machine and there is no really large processes in the background.

    The first thing I would try is a live cd like puppy or ubuntu this will quickly tell if there is some hardware issue.
