Opel Astra Annoying electrical Noise behind the dash. Help!!

Just wondering if anyone has come across this problem or maybe some pointers to a resolution.

Car is Opel Astra 2002 1.7 turbo diesel DOHC Isuzu engine.

The problem is a high pitch electrical noise (like white noise) from behind the dash somewhere (extremely annoying). The noise does not sound mechanical (like tapping or the whine of a bearing) and does not appear to come from the engine compartment i.e. when i listen inside the bonnet I can't hear the noise.

Here's the thing. The noise only happens when the engine is running and revs below 2,000 to 2,500 RPM. Once the engine goes above this (either by revving or driving) the noise stops. Once the revs drop below this the noise returns.

I've ruled out the air fan/sterio etc but I can't pin point what it could be. The only thing the noise is related to is the revs of the engine. I'm outa ideas!!
